    When Saddam Hussein invaded Kuwait in the summer of 1990, his motives were purely financial. Iraq was deeply in debt after a long and costly war with Iran. Exacerbating its economic woes, Kuwait had been slant drilling beneath the Iraqi border to access the Rumaila oil field, the world’s third largest. Saddam owed money, the Kuwaitis owed him, and he was determined to make them pay. When negotiations at Jeddah stalled, he massed troops on the border and invaded. Proving this was his primary objective, one of his first moves after taking Kuwait City that August was to hold up the Central Bank of Kuwait. But Saddam made a fatal error. He wrongly believed that the United States, which had funded him during the long war with Iran, would turn a blind eye to his aggression. Instead, President George H.W. Bush forged a coalition of NATO allies and the Arab countries of Saudi Arabia, Syria, and Egypt to oppose him—the largest such coalition since the Second World War. The war itself played out quickly. After an effective air campaign in January of 1991, coalition forces engaged in a land war codenamed Operation Desert Storm. In just 100 hours, Saddam’s forces were repulsed, and Kuwait liberated. Some criticized the Bush Administration for not removing Saddam from power. Monstrous as he was, he did keep the country’s government stable for the next two decades. As then-Secretary of Defense Dick Cheney said, “I would guess if we had gone in there, we would still have forces in Baghdad today. We'd be running the country. We would not have been able to get everybody out and bring everybody home.”
    The hardships caused by Iraq’s participation in the Gulf War are evident in this 25 dinar emergency -issue banknote.
    The printing quality is uniformly poor—a lithograph, with no watermark—resulting in m any different shades of green and gray.
